The NCBiotech Center is currently seeking a Human Resources Manager (internally titled the Talent & Culture Development Manager). This position helps to align business objectives with people resources and leadership talent within several designated business units.

The successful generalist acts as a consultant/business advisor, employee advocate and change agent on people related matters. This role formulates people resource tactics and strategies and will continuously develop strong partnerships to deliver value-added service to management and employees. This person must develop a high level of comprehension of the NC Biotechnology Center’s daily operations, strategic position, and financial and operating objectives.

Job Overview
Proactively works closely with the business unit leadership and employees to improve work relationships, promote a healthy culture, and provide feedback to the business on the people related programs and initiatives.

Manage the daily operations of the department including payroll/HRIS administration, benefits administration; ensures compliance with federal, state and local employment, benefits and payroll regulations.

Manage assigned exempt and nonexempt recruitments for the Center; this entails helping the hiring manager to strategize effective sourcing strategies; participate in screening and interviewing candidates using behavioral techniques to determine most qualified; manage the interview and selection process to ensure best practives while providing strategic advice and counsel to hiring managers.

Participate in the design and implementation of programs that build employee engagement and retention; serve as advisor and coach to employees around career development and performance issues.

Assist with the development of learning and development opportunities and lead training across multiple levels and topics.

Diagnose organizational issues, and partner with Vice President, Talent and Culture Development to develop solutions, and implement action plans.

Lead or work on projects as assigned that support broad Center wide programs.

Stay current on best industry practices that can be applied and/or implemented within the organization and maintain knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.

Recommend new approaches, policies and procedures to continually improve the efficiency of the department and services performed.

Performs related duties as required.

Minimum Education and Experience Required

A Bachelor’s degree in HR, Organization Development or Business administration or similar degree or a Master’s degree preferred; plus a minimum of 6 years of progressively responsible roles in human resources or an equivalent combination of education and experience.

SPHR or PHR Certification strongly preferred.

Working knowledge of MS Office suite and experience with HRIS and payroll systems required. Familiarity with ADP payroll and Workforce Now preferred; including Time & Attendance, ACA, Benefits preferred; Strong knowledge of recruitment cycle; familiarity with Smart Sheet and NetSuite a plus.
