Transforming Life Science and North Carolina

The NCBiotech Center is currently seeking a Contracts and Grants Management Specialist. This position is responsible for the accounting and administration of contracts related to the Center’s grants and loans programs. These programs include grant awards and loans provided to external partners and entities.

Job Overview

Grants
• Create award letters, grant agreements and contingency notifications related to the Center’s grants programs.
• Collaborates with staff and partners to review inquiries, requests for modifications and possible discrepancies within contracts and budgets and identifies and creates amendments to grant award documentation as necessary.
• As needed, researches and compiles required documentation for no-cost extensions and budget change request approvals.
• Maintains records and documentation in compliance with the Center’s policies and provides the world-class NCBC brand experience through institutional site visits.

Accounting
• Analyzes and manages authorization, closeouts, and invoices in accordance with monthly deadlines.
• Reviews financial reports and reconciles expenses.
• Demonstrates confidentiality and organization in record retention for internal control and audits.

Loans
• Review disbursement requests and program documentation to make recommendations related to disbursements as necessary or requested.

Special Projects, Professional Development and Audit Preparation
• Participates in and supports special project initiatives as needed. Attends applicable professional development classes, seminars and specialized training opportunities.
• Develops strong understanding of the Center’s primary software programs including LoanPro/FLUXX and participates in revision and upgrade planning and implementation efforts.
• Participates in the annual audit preparation planning.
• Performs related duties as required.

Minimum Education and Experience Required

Bachelor’s degree in business, accounting, or public administration with two years of contracts AND/OR grant experience with increasing level of responsibility, or equivalent combination of education and experience.

Experience and/or certification by professional contract management associations and/or grant management associations. Familiarity with grants and loans contracting and a strong attention to detail related to the development and review contract documents.

Ability to monitor for program compliance of defined contract terms and compiling information for required reporting. General knowledge of requirements for administering federal awards, e.g., Office of Management and Budget (OMB) and the Code of Federal Regulations (CFR). Knowledge of best practices in finance, grants, and contracts.

Working knowledge of accounting, federal and state law/requirements related to grant and loan programs.

Proficient with basic computer software (Microsoft Suite, grant database systems (FLUXX), etc.)
